Coinbase is an exchange and a custodian. Your dollars and coins sit in a Coinbase account; you trade against its order book; you can stake, earn and spend with its card; and it is publicly traded and licensed in New York. Paybis is an on-ramp: a checkout that converts your card payment into coins at a wallet address and then steps out of the way.
That is why the fee comparison is slippery. Coinbase's simple buy applies a spread plus a fee that steps up with order size, and debit card purchases carry a higher fee on top.
