What Changelly is, and what it is not
Changelly launched in 2015 as an instant exchange: you send it one cryptocurrency, it returns another at a quoted rate, and there is no order book, no deposit and, for ordinary amounts, no account. That model made it the swap button inside Ledger Live, Trezor Suite, Exodus and dozens of other wallets, and it now lists hundreds of coins. A later fiat marketplace added the ability to buy crypto with a card, but Changelly does not process those payments itself; it hands them to partners such as MoonPay, Banxa, Simplex and Mercuryo, each with its own fee and verification. A separate Changelly PRO venue offers order-book trading through a Seychelles entity.
The corporate shape is offshore. The operating company, Fintechvision Ltd., is registered in Hong Kong, and Changelly's addresses have been listed in Malta and in St. Vincent and the Grenadines at different times. It holds no FinCEN registration and no U.S. state money transmitter license, and its terms exclude the United States and every U.S. territory outright. An American who reaches the site is blocked by region. That is the single most important fact on this page for a U.S. searcher.

Buying crypto with money is a different product wearing the same logo. Changelly's fiat marketplace routes the order to a partner on-ramp, and the fee is that partner's: widely reported at roughly 1% to 7% depending on the partner, the payment method and the region, plus each partner's minimum and spread. Changelly does not add a fee on top, but it also does not set one, so the 0.25% headline has nothing to do with what a card purchase costs.
