What Coinme verification involves
Coinme's verification is tiered by how much you are doing. At a Coinstar kiosk a small cash purchase asks for a phone number and basic details, and prints a voucher. Redeeming that voucher into the Coinme app, raising limits, or selling requires a government ID and a selfie inside the app. MoneyGram counters and the app's debit purchases run the full check from the start. For most customers the app verification is automated and takes minutes.
The problem case is specific to the kiosk model. The cash is already in the machine when the app decides an account needs a manual review, so a locked account means locked money, and the reviews describe exactly that: a security hold on day one, a voucher that will not redeem, and a chat flow that is hard to get past. Coinme's dispute with Washington's regulator was about what happened to voucher balances that were never redeemed, which is the same gap seen from the other side.
