The checklist: does Binance TR pass?
Binance TR is a legitimate, locally licensed exchange. It has operated since September 2020, is run by BN Teknoloji in Istanbul as a Binance company, is listed by Turkey's Capital Markets Board as an operating provider under the July 2024 crypto law, and follows MASAK's anti-money-laundering rules. It publishes its fees and its bank partners, and it is the largest exchange in Turkey by volume.
The Binance name carries baggage: the parent company has paid large penalties in the United States and elsewhere, and Turkey's response was to require a locally supervised entity, which Binance TR is. The English-language complaints are about frozen lira withdrawals and missing verification emails, not about theft, and the sample is tiny.
For anyone outside Turkey the practical answer is that Binance TR is real and unavailable. It does not open accounts without a Turkish identity number, so any message offering a Binance TR account from abroad is the thing to be suspicious of.

What "safe" looks like when a trade goes sideways

How to protect yourself on any platform
Use the real website address and never a link from a message. Turn on two-factor authentication. Send your first purchase to a wallet you already control and confirm it arrives before buying more. Keep a screenshot of the confirmation screen with the fees.
