OKX Inc. is registered with FinCEN as a money services business, holds money transmitter licenses in more than 40 states, and has operated from San Jose since April 2025 under a U.S. CEO. The global platform is one of the largest in the world, holds a MiCA license in Europe and licenses in Dubai and Singapore, and publishes proof-of-reserves reports. Customer funds have not been lost to a breach of the exchange.
The reason the question comes up is the record before 2025. OKX's Seychelles operator served U.S. customers for years without a license, and in February 2025 it pled guilty to operating an unlicensed money transmitting business and paid about $505 million to the Department of Justice. That is the largest penalty of its kind, and it is why OKX's U.S. business now exists in the form it does. The exchange is legitimate; the U.S. product is young. How to protect yourself on any platform
